Losses of industrial assembly enterprises will be compensated

State Duma passed the law “About State support for manufacturers of motor vehicles and units and aggregates for them”, introduced by government of Russia.

RBK informs that according to the document the state undertakes for compensation of losses for the companies operating under industrial assembly regime. It is expected that automotive manufacturers might have these losses after 1 July 2018 in case of rise in import duties under the WTO rules.

Moreover, the state will support OEMs “if Federal laws and (or) other legislative acts of Russia, imposing compulsory payments to Federal budget (aside from taxes), increasing their sum or changing schemes of payments to Federal budget or repealing benefits under these payments, come into effect till 1 February 2014”.

Under this law the State guarantees compensation of possible expenses of automotive manufacturers in 2018 -2020 from Federal budgets. Conditions, amount, terms and scheme of granting of subsidies will be defined by the government of Russia. This law is necessary to fulfil liabilities of Russia under agreements about industrial assembly regime.

We should remind that agreement about new industrial assembly regime with Ministry of Economic Development of Russia was signed by four automotive manufacturers: AVTOVAZ-Renault-Nissan-IzhAvto and KAMAZ-Mercedes consortium, JV Ford Sollers, Volkswagen and General Motors.
