It was allocated 5.4 billion rubles for compensation of income to banks at preferential car loans

Russian government approved the rules for granting subsidies to compensate lost income on loans that were issued by Russian credit institutions in 2013-2014 for individuals to purchase cars. The corresponding decree was signed by Prime Minister, Dmitry Medvedev, on December 24, 2013.

Subsidy program of three-year loans that were issued to individuals for a purchase of cars that were produced in Russia with the price up to 600,000 rubles was one of the measures to support the automotive industry during the economic crisis, which was implemented in 2009-2011. Along with such measures as the scrappage program and the implementation of additional public procurement of technology, the program proved to be an effective way to maintain demand and overcome the consequences of the crisis in the automotive industry. It was sold within the program: in 2009 - 71 500 vehicles (4.9% of the passenger car market), in 2010 - 165.7 thousand cars (9.4% of market) and in 2011 - 263.2 thousand vehicles (10.6 % of market).

Expediency of program renewal in 2013 was justified by falling sales of new cars. On July 4, 2013, the Russian government requested to ensure implementation of car loan program in 2013-2014, under which subsidies are provided (in the amount of two-thirds of the refinancing rate) that are issued for a term of three years for the purchase of cars by individuals, which are weighing up to 3.5 tons and cost up to 750 thousand rubles.

To compensate lost income on loans that were issued to individuals for the purchase of vehicles by credit institutions that participated in the program from July 1st, 2013 to January 1st, 2014, it was allocated 0.41 billion rubles from the federal budget in 2013. The additional volume of car sales in the period from July 1st, 2013 to January 1st, 2014, based on the specified parameters of the budget, will be about 215,000 vehicles (about 8.2 % of the market). Funding of the program in accordance with the Federal Law “On the Federal Budget for 2013 and the planning period of 2014 and 2015” is 2 billion rubles in 2014, 2 billion rubles in 2015 and 1 billion rubles in 2016.

According to the Russian Ministry of Industry and Trade, the program implementation will increase the revenues of the federal budget. Thus, revenue from VAT on sold cars under the program will be about 18 billion rubles, which is higher significantly than the total volume of envisaged for its implementation funds of the federal budget in the period from 2013 to 2016.
