    Analytic agency "AUTOSTAT" conducted a study of the passenger car market in Russia. It covered both new cars, and used ones, and in all federal districts of the country. According to the survey, for the year (from November of 2017 to October of 2018), 48 cars were sold per one thousand Russians, incl. 11 new cars and 37 used ones.

Automakers from remote regions will receive higher subsidies

Car plant that specialize on the production of a particular category of vehicle (50% or more, except passenger cars), or in the Far East and in the Kaliningrad region will be able to receive a grant from the federal budget at higher rates in January of 2014. At the same time the marginal rates of subsidies were increased for all produced SUVs, LCV, buses and there appeared more subgroups in the segment of trucks, wrote the newspaper “Vedomosti”.

For example, it will be allocated RUB 12,000 for each vehicle (except SUVs) of Euro-4 standard and with the engine at least 2 liters for a partial compensation and when they are produced in the Far East or in the Kaliningrad region - up to RUB 24 thousand. In case of production of truck Euro -4 with a full weight more than 20 tons, the plant, which is entering the preferential group, can obtain from the budget RUB 200 thousand for each vehicle and RUB 80,000 - in the normal case.

Beneficiaries also appeared in the new edition of the projects of government regulations on subsidies for compensation of costs for the jobs and energy use. Such producers will receive quarterly from budget both types of subsidies from Rub 800 million (the production is at least 12500 units during this period) to RUB 5 billion (more than 100,000 units quarterly). Ordinary producers with this production volume in total can claim the amount from RUB 168 million to 2.25 billion. The maximum grant for reimbursement of R & D has not changed – RUB 125 million in the quarter, there are no beneficiaries.

The draft federal budget for the development of the automobile industry in the years 2014-2016 reserved more than RUB 310 billion. According to the Deputy Minister of Industry and Trade, Alexei Rakhmanov, the new proposed mechanism for the allocation of subsidies will not increase the total amount of support.

The new mechanism will make automobile support a more balanced with account of their cost structure, capital”, - explained Mr.Rakhmanov. According to him, higher rates for manufacturers from the Far East and from the Kaliningrad region will permit to compensate partially the remoteness of these regions. The new edition of draft decisions reflects more accurately the current market structure and production specialization, says the Director of interaction with public authorities of KAMAZ, Michael Matasov. It allows experts to predict more accurately the amount of subsidy based on the actual costs of the enterprise, he adds.

According to the analyst of VTB Capital, Vladimir Bespalov, subsidies designed to compensate the costs that arise at the plant because of the introduction of general pay of scrappage tax for cars in the January of 2014 (today enterprises instead of paying it may provide guarantees for disposal). Apparently, the previous model of subsidies was unbalanced, he suggests.
