“Rolf” expects price growth for Russian-made cars

Scrappage fee, which was introduced from September 1st of 2012 for import cars, applies to the local vehicles from January 1st, 2014. Meanwhile, the Ministry of Industry proposes to compensate for automakers operating in Russia, up to 90% of the cost for the production of automobiles of environmental classes “Euro -4” and “Euro -5”, for research and development, energy and maintenance of jobs. Appropriate proposals were introduced by Ministry for the consideration by the government, and, in the case of the adoption of these regulations, they will enter into force on January 1st of 2014. Compensation in the form of subsidies from the federal budget will be paid for companies operating in the mode of industrial assembly, or in special economic zones (Kaliningrad “Autotor”).

According to the General director of “Rolf”, Tatiana Lukovetskaya, the published by Ministry of Industry draft regulations on compensation of scrappage fee for the Russian car assembly plants on the one hand is intended to stimulate the working enterprises and to attract new investors, on the other hand, it will keep the import of cars. “It is a positive thing for the investment attractiveness and employment, but on the other hand - we will not see the new cars that are available in other countries and do not come to Russia due to the high scrappage fee”, - Tatiana Lukovetskaya informed AUTOSTAT agency.  – “In addition, despite the measures taken by the government, the price of cars will grow. First of all, there won’t be incentive to increase competition between auto companies in connection with protective measures on imports of cars, in particular, scrappage fee, and now the possible compensation of payments to Russian automakers. And I would like to stress that, despite the fact that the amount of subsidy, according to the experts, will be up to RUB 100 billion, which will be paid in 2014, the price of vehicles is expected to grow the next year. Prices of cars will grow, in particular, due to the increase in prices of raw materials, components, transportation costs, wage indexation, and so on. In this case, subsidies that are allocated by the government are targeted and no one can influence the auto companies, so they do not increase the price. So you should take the time to buy cars at still affordable prices”.
