Scrappage fee for the Russian plants was postponed until October

Russian authorities did not have time to equal conditions of scrappage fee payment for domestic auto plants and importers by July 1st: the new rules will be only in October.

A bill that would force domestic automakers to pay a scrappage fee along with importers will be considered by the Duma in the first reading in October. The government submitted a draft to the State Duma on May 31st, and it says that it comes into force on July 1st. Sources of the newspaper “Kommersant” in the Duma confirmed that “it is clear that even from a technical point of view the consideration is possible to be only in the autumn with account of necessary feedbacks that should be received”.

The scrappage fee was introduced after the formal accession of Russia to the WTO, on September 1st of 2012, and its rates compensate completely the reduced duties. The scrappage fee for new passenger cars is from RUB 17,2-110,000, for new light commercial vehicles - from RUB 75,000 to RUB 450,000, for used cars - from RUB 132,000 to 1.7 million. Other members of the WTO, after its introduction, said that it creates a “discriminatory environment for importers”. The proposed by the project changes cancels guarantees for the recycling of cars, which were taken by Russian automakers, instead of fee paying.

However, due to the delay of adoption of these amendments, the other members of the WTO, who were dissatisfied with unequal conditions of fee for a long time, may apply to the court. Sources said that the proceedings won’t come to the serious matter as the conditions come equal in the autumn.

The later alignment of conditions will save seriously money of the Russian car plants, said Michael Pak of “Aton”. He calculated that if AvtoVAZ begins to pay a fee from July 1st, then it has to pay more than 7 billion in 2013, and from the middle of October and November the plant will pay about RUB 2.5 billion. Payments of KAMAZ will be RUB 4,8-9 billion from July, from October to November – RUB 1,6-3 billion, payments could be reduced from RUB 6.8 to 2,3 billion for “GAZ Group”, and from RUB 2.4 billion to 0.8 billion for “Sollers”.

“Delay of fee introduction, in any case, will be profitable for domestic car plants - they will have to pay less and it is likely that there will be developed a mechanism of compensation of fee payment for “industrial assembly plants” - informed sources. According to them, the most likely mechanism is the industrial subsidies that are acceptable by the WTO. “Of course, everyone hopes that the mechanism of compensation will be introduced at the same time with the equaling of fee payment”, - said the source among automakers.
