The State Duma will consider amendments about the payment of the scrappage fee

Government introduced a bill to the State Duma, which provides the introduction of the payment of universal scrappage fee in Russia from July 1st, 2013. The new approach will increase revenues to the federal budget almost 3.75 times - up to RUB 202.5 billion per a year, considered its developers.

Scrappage fee was introduced in Russia since September 1st, 2012, wrote the newspaper “Vedomosti”. The base rate for passenger cars is RUB 20,000, for trucks and buses – RUB 150,000. Annual revenues to the federal budget are estimated at the level of RUB 54 billion, according to the explanatory note to the draft law, which was submitted to the State Duma. Local producers are able not to pay it, taking the commitment for recycling of the vehicles. The difference in approach between imports and domestic production drew criticism from the European Union, arguing that it violates the principles of the WTO. The Russian authorities have promised to level the playing field - to cancel the possibility of guaranteeing of utilization and to oblige all players to pay the scrappage fee. During the recent talks between the EU and Russia, the European side did not object this idea.

In the case of the bill adoption, the scrappage fee will be also extended to vehicles, which are placed in the Kaliningrad region under the procedure of free customs zone, as well as vehicles, imported from Kazakhstan and Belarus - now they have a benefit also as members of the Customs Union. In 2012, the CU countries agreed that there will be paid an increased duty, the size of which is similar with the scrappage fee in Russia, in case of import of cars to the territory of Belarus and Kazakhstan from countries, which are not members of the Customs Union. Due to the introduction of universal scrappage fee, Russia is going to hold talks with Kazakhstan and Belarus, so that they will also introduce this fee, written in the explanatory note to the bill.
