“Sleeping” agreements of industrial assembly will be terminated in 2013

Ministry of economic development will offer to terminate the agreements on industrial assembly till the end of 2013 (they give privileges to import of components), the implementation of which investors have not started, the representative of Ministry informed “Vedomosti” newspaper. Earlier authorities promised to close them before the end of 2012. There were “questions about some agreements at the end of year, so we agreed with a little leeway”, - said the Deputy Minister of Industry and Trade, Alexey Rakhmanov. But the end of 2013 as the deadline for cancellation does not appear, it should happen much earlier, he said.
Ministry of economic development concluded 31 agreements about the production of cars in the industrial assembly regime and 70 – the production of joints and aggregates. According to Ministry of economic development, it was invested RUB 158 billion with the planned RUB 185 billion for the agreements on industrial assembly of cars; it was invested RUB 45 billion in the production of components (it is planned RUB 112 billion).
There were five “sleeping” agreements in December, explained the representative of Ministry but he didn’t reveal the investors. But two of them are being implemented at the present time. At the end of 2012 Kaliningrad plant “Avtotor” created the joint venture with the owner of “sleeping” agreement Magna for the creation of car cluster worth about RUB 100 billion. By 2018 it is planned to build up to six full cycle auto plants of various car makers and at least 15 joint ventures of component production. And the subsidiary of ZiL – “MosavtoZiL” – bought the control share of Saratov Company “Himeks” at the end of year, which also had the “sleeping” agreement. It was required for the contract production organization of commercial vehicles in the facilities of capital enterprise. The preliminary agreement was already signed with Hyundai, negotiations are held with Renault and some other companies.
According to industry sources, the rest three agreements were concluded with Fiat, Mitsubishi and Ukrainian “Bogdan”. Japanese corporation produces cars in Kaluga in the joint venture with Peugeot and Citroen. And Ukrainian company didn’t build an auto plant in Nizhny Novgorod region with the capacity up to 240,000 cars and buses per a year and it doesn’t create the production of engines (investments estimated at $770 million, the project was frozen due to the crisis of 2008). Perspectives of Italian concern are also unclear. In February 2012, Fiat signed agreement of intentions with Sberbank and it decided to create the joint venture of car production with a capacity of 120,000 units a year (including the production of Jeep). Investments estimated at EUR 850 million. It was proposed to build a plant in St. Petersburg for the production of passenger cars. Also the possibility of cooperation with ZiL for the production of commercial vehicles was considered. It is not clear what the stage of project is now. The representative of Fiat-Chrysler in Russia refused to comment it.
It is true that the possibility of agreement termination by one side was not installed “as by order of industrial assembly, so by agreements with investors”, explained the worker of Ministry. The agreement is limited only by the deadline – by seven and eight years in different cases.
By the summer of 2018 Russia should align mechanisms of industrial assembly with WTO standards, reminded Mr. Rachmanov. And the project of car production have no time to be profitable and to reach the localization level for five years that meet the strategy of Russian car industry development, he explained. So, there is no sense to wait until the term of agreement of industrial assembly terminates, he resumed. “I do not rule out that the companies will organize car industry from scratch after the expiration of the agreement on “industrial assembly”, by using reduced duties on car parts”, - said Mr. Rachmanov. – “But it will depend on a variety of economic factors, including market conditions”.
