Foreign cars could become more expensive on the eve of WTO accession


Passenger cars won’t be cheaper after the WTO accession; they could become even more expensive: producers use it as an excuse for the introduction of scrappage due. 

As wrote the newspaper “Vedomosti”, there will be abolished anti-crisis dues for import of cars that were introduced in 2008 on August 23rd, the day of WTO accession. Rates for new passenger cars will decrease from 30 to 25% (it concerns companies, it doesn’t change for individuals). But prices won’t be changed with the dues decreasing; participants of market and experts are sure. The decreasing of customs dues will be compensated by scrappage due, which should be introduced in Russia from September 1st, supposes the executive director of AUTOSTAT agency, Sergey Udalov. 

Moreover, prices could even rise. Toyota, which is the leader by import of cars volume in Russia, has already warned its Russian dealers that it is going to rise prices from September because of scrappage due introduction, said the source of car trade company to the newspaper “Vedomosti”. The representative of Toyota confirmed it: according to preliminary estimations prices could be increased by 0,2-10% (prices for cars with powerful engines will grow most of all).

The size of scrappage due is not known yet. Its basic rate is 20 thousand Roubles for passenger cars and multiplying coefficients in dependence on age and volume of engine – from 1,34 to 35,01 (the older and more powerful – the more coefficient) – exist as offers of Ministry of industry and trade, which should be confirmed by the government. If we rely on these offers, then the planned prices increasing of Toyota is difficult to explain by the introduction of scrappage due. Evidently, Toyota is trying to increase the margin, which decreases in the market because of stiff competition in the market and it wants to see the reaction of market, commented Sergey Udalov. If the price growth would not influence on sales, other players of market will follow the example of Japanese company, he supposes. In autumn prices for foreign cars will grow by 5-7%, predicted the president of “Favorite Motors”, Vladimir Popov.

AvtoVAZ and Sollers are not going to rise prices in connection with the introduction of scrappage due, their representatives informed. It is not a surprise – producers from Russia will present a warranty about the safety recycling of produced by them cars and they won’t pay due by money, in differ from importers, explained the director of branch portal auto-dealer.ru, Oleg Datskiv. Besides, producers that scrap by themselves could consider this direction as the additional business, which would close costs for obligatory recycling of produced cars, remarked the CEO of “Avtotor”, Aleksandr Sorokin. 

In any case, the price increasing will be very careful - the market growth slows down and the competition is getting tougher.
