Experimental network of electric charging units will be built in Moscow

The construction of experimental network of 28 charging units for electric cars is being finished in Moscow. The project MOESK-EV is implemented by company MOESK, “Revolta”, “Rolf import”, СirControl with the support of Moscow government. Stations are opened in objects of MOESK and partners, the charging will be implemented free till October, said the manager of project, Denis Tsypluev. Investments are not revealed, earlier MOESK as the main client announced the cost of one charging station and it was 30-40 thousand dollars, wrote the newspaper “Vedomosti”.

The main contractor by this project, company “Revolta”, is going to open 500 of electric charging units in different regions of Russia already this year, said Irina Yakubenko, the director of marketing of “Revolta”.

Company is going to install stations not only in objects of clients but it also considers the possibility of electric charging units installation in parking of trade and business centres, in residential areas.

At the present time only one electric car is delivered officially in Russia - Mitsubishi i-MiEV, the distributor of Mitsubishi “Rolf import” sold 71 of i-MiEV cars in Russia from October of 2011, said the chief executive director of company, Andrey Pankov. Mr. Yakubenko said that exactly the underdeveloped infrastructure brakes sales of electric cars in Russia and it should be developed with a faster pace. During three years “Revolta” wants to open in Russia 2000 of electric charging units. By creating this network, the company hopes for parc of electric cars increasing in Russia due to the appearance of new brands and models and also the number of consumers increasing due to the electric buses and electric trucks, the growth of number of hybrid cars. From the end of May of 2012 “Revolta” is going to start the import of electric commercial vehicles Smith Electric in Russia. This year by the words of Mr. Yakubenko, it is planned to sell about 100 of electric cars, the next one – about 400 units. By 2015 “Rolf Import” is going to offer in Russia other seven models of passenger cars of Mitsubishi.

By the results of joint investigations of MOESK, “Revolt” and Roland Berger, the number of electric transport could be 100 thousand units only in Moscow region by 2020, said Mr. Yakubenko. Moscow experience became interesting in other regions, in particular, in St. Petersburg and Yekaterinburg, where local authorities buy the first electric cars for the possibility studying of electric charging units creation.

At the present time the interest to electric cars in Russia is constrained not only by the absence of infrastructure but also by the high price and also by the absence of any stimulus of state, which will motivate citizens to buy ecology friendly cars. The price of four-seat Mitsubishi i-MiEV car with the length 3,5 m is 1,8 million Roubles. By the words of Mr. Pankov, it is expected the approval of Eurasian economic commission of decision of subcommittee of Russian government about the import duties decreasing for electric cars for one year. Among other offered by participants of market measures are the abolishment of vehicle tax, VAT reset, permission for electric cars to use the special pathways for public transport as in EU. Other car producers watching the experience of Mitsubishi in Russia but they have not started the export of their electric cars to Russia yet. For example, Toyota, which presented recently the first serial electric vehicle Toyota RAV4 EV, doesn’t plan to deliver it to Russia.
