“TagAZ” declared a bankrupt



Taganrog plant declared a bankrupt in three months after the announcement by authorities about the plant support and debt restructuring.

On Friday arbitration of Rostov region registered the application of “TagAZ” about its bankruptcy. “We could not reach an agreement with creditors-state banks by issues of debt regulation. Procedure of bankruptcy was initiated with aim of protection from creditors and future finance recovery of enterprise”, - the representative of press office of “TagAZ” informed newspaper “Kommersant”. He didn’t specify with whom they could not reach an agreement. 

Main creditors of plant are VTB, Sberbank and Gazprombank. During the crisis the production volume in “TagAZ” fell down several times and debts reached 20 billion Roubles to banks. Nevertheless, by the beginning of 2012 creditors made advances to “TagAZ”. Sberbank restructured the debt for five years. It was required the participation of Premier Vladimir Putin to take decision about debts with VTB (about 6,5 billion Roubles). As a result the plant signed an agreement with VTB about debt restructuring. The plant must implement the modernization, to increase production capacities to 300 thousand cars per a year and to deepening the production localization in exchange for seven years of debt payment by installments and interest rate decreasing from 18% to 10%.

But state banks did not stop to sue with “TagAZ”. Gazprombank continues to insist on arbitration court of Moscow for a payment of more than 12 million Euros of debt by letters of credit and foreclosure of mortgaged property – 2,1 thousand cars and components for 46 million Roubles. VTB refused to recovery the penalty and it transferred the payment of interest rates to 2017-2018, but the main debt of “TagAZ” together with other companies of “Doninvest” exceeds 3 billion Roubles and 81 million dollars. Enterprises had to start to pay off the debt at the beginning of April. The press office of VTB informed that the bank was not informed about the application of “TagAZ” about its bankruptcy. “Obviously, these actions of the owner of enterprise violate the logic of signed memorandum about debts restructuring. VTB will seek to recover debts”, - said in the bank. Representatives of Gazprombank and Sberbank refused to comment this situation. 

On opinion of Vladimir Bespalov from “VTB Capital”, the main reason of finance problems of “TagAZ” is exactly economic crisis of 2008. “The enterprise was not ready for the crisis and it did not optimize on time its credit portfolio and production”, - explained the analyst. Besides, he added that in 2010 Hyundai launched its own plant in St. Petersburg and “TagAZ” lost its strategic partner, for whom he hoped a lot. On his opinion, the situation in the plant could be changed, if it would find again the big partner. But the majority of foreign car producers have already found partners in Russia.
