    In 2018, sales of new cars in Russia grew by 12.8% in compare with 2017. Both segments - the mass and premium ones - also showed the growth (+ 13.9% and + 7.4%, respectively). Sales of cars of mass brands reached 1 572 246 units in 2018, the share of which is 91.2% of the total sales volume.

The deficit of cars and price growth are expected in the Russian market

Deliveries of new cars in dealer centres will be stopped from April 1st, warned car producers. Federal road agency (Rosavtodor) introduced such strict traffic in spring roads that even empty car transporters won’t be able to move.

As newspaper “Vedomosti” wrote, the order of Rosavtodor as of January 24th of 2012 forbids to move by some federal and regional roads for vehicles with mass more than 5-6 tonnes per axle (with bogie) during one month during the period from April 1st till June 25th (the concrete data are established by regional authorities). Thereby, the load of 5 tonnes per axle has an empty car transporter, explained participants of market of car transportation. There should be paid a compensation for excess and in that case transportations of cars become impractical economically.

Besides, the delay of exportation of ready cars from car plants could lead to stoppage of assembly lines. “We could not provide the continuity of production and car deliveries with these restrictions”, - said the representative of Renault in Russia, Oksana Nazarova. These restrictions could influence negatively on work of plant “Volkswagen Group Rus” in Kaluga, as warehouse sites could not be enough, warned the representative of group, Natalia Sevostyanova. “Volkswagen Group Rus” develops alternative plan for each region of Russia at the present time and it asked dealers to increase the number of cars in stock this spring, said Mrs. Sevostyanova. “Hyundai Motor CIS” also tried to create big stocks of cars in regions, where cars won’t be able to transport by railway during the restriction period, said the representatives of company.

According to estimations of “Toyota Motor”, the payment of compensation will increase the cost of transportations 5-6 times in average – for example, route from St. Petersburg to Moscow will be more expensive from 50 thousand to 300 thousand Roubles. It will lead to price growth for cars than it will be significant for buyers of low-cost cars, said the representative of company. So, costs for delivery of car that cost before 20 thousand dollars could increase from 2-3% of its price to 10%, gave an example the worker of another car producer.

Deliveries of cars in far regions of Russia could be stopped for a term up to two months as restrictions are introduced in series in different parts of key roads, said the representative of “Toyota Motor”. The increased demand for cars is observed in spring, so these restrictions could influence negatively on sales results of the year, he resumed.

Car producers ask the government to set the load on the acceptable level – market participants talk about 8 tonnes per axle. Also it is offered to permit transportation at night as it is permitted for small cargo during summer heat or to decrease the size of compensation to a reasonable economically sum. But representatives of Rosavtodor informed that the changes of order could not be discussed. The introduced restrictions take into account international practice (60% of road is lower than the normative level) and needs of population, remarked in Rosavtodor. Indeed, there are restrictions in other countries but they are calculated economically there, argued businessmen. 

The hardness of restrictions in Russia is explained by the necessity of serious repairing of roads, underlined in Rosavtodor. Senders of commercial cargos could pay compensation in spring or optimize transportations. For example, it will be possible to transfer cars by railway or surpass cars under their own power. By the words of participants railway is difficult to be considered as the complete alternative for vehicle transport because of lack of wagons and tariffs growth.
