Duties for new foreign cars will decrease to 25% next year already

In order to enter the WTO Russia undertook to decrease duties for foreign cars from 30% to 25% and then during seven years to 15%. At that the experts are sure, that the prices for the cars will not decrease.

According Vedomosti newspaper, Russia agreed to reduce ad valorem duties for new passenger cars from 30 to 25%. That will happen after the entry into the WTO, manager of the Russian negotiation team Maxim Medvedkov informed. As he said, during three years the duty rate will remain the same, after that during four years the rate will decrease by 2.5% per year. The functionaries are planning to complete the entry into the WTO in Summer 2012. So by this time the duty rate will be 25% and by the Summer 2019 – 15%.

The duty for used foreign cars of 3-7 years old should decrease even more next year: from 35% to 25%. Then during five years the duty rate will not change, after that during two years it will reduce to 20%. As M. Medvedko explained to Vedomosti, specific rate will reduce from 1.2-2.8 euro per 1 cc to about 0.7-1.6 euro. The agreement does not apply to the cars older than seven years old, he said. Today restrictive duties are applied to them: from 2.5 to 5.8 euro per 1 cc (there is no ad valorem duty).

According to autodealer.ru administrator Oleg Datskiva, the prices for foreign cars will not decrease in Summer: inflation, growth of the dealers’ margin and shortage of the most popular models will prevent it. As the decrease of the duties will be very slow and will take seven years, there will not be significant changes in the import volume or car costs next year and in short-term prospects, the partner at PwC Stanley Root agrees. None of the car manufacturers are not interested in the price reduction, so after abatement in duties, their level will depend on the demand, managing director of AUTOSTAT agency Sergey Udalov says: if the demand remains high, the prices will not decrease. According to market participants, the pricing policy depend on car importers completely. And they refuse to forecast prices changes, mentioning that duty is not the only pricing factor.
