Mr. Putin charged to work out the conditions of scrappage program prolongation

Premier Minister of Russia, Vladimir Putin, charged to work out the possibilities of state scrappage program of passenger cars prolongation. At the present time new certificates for 50 thousand Roubles were finished and there are remained only the �repeated� that will be given till autumn, wrote �Auto.Vesti.Ru.
�I ask you to consider the situation in detail, to estimate our finance possibilities and to present the final offers about this program and about adjoining programs. This measure worked very effectively, we supported our plants and people could buy almost half of a million of cars�, - said Mr. Putin.
As the sources of newspaper �Kommersant� informed earlier, the government is going to prolong scrappage program of cars and it should be contributed 5 milliard Roubles for it in addition to spent 25 milliard Roubles in the nearest future. So, the program will work till the end of 2011 and the total amount of scrappage certificates will reach 600 thousand units. By the words of sources, the main lobbyist is AUTOVAZ, the sales of which depends on the program even against the background of car market recovery. It is expected that all necessary assignments and documents for the scrappage program will be arranged by the end of spring, said the sources.
It should be reminded that the scrappage certificates for 50 thousand Roubles, which were given for utilized passenger cars and light commercial vehicles of Russian production, finished in the middle of March. At the present time there were only left the �refused� certificates�, which were not used by their owners by different reasons. It is presumed that these certificates will be returned to the Ministry of industry and trade and they will be given again on the same conditions. The Ministry of industry and trade didn�t forecast how many of certificates will get �the second life�. In March the director of car industry department of Ministry, Aleksey Rachmanov, announced that there will be about 30-40 thousand certificates, which were annulled because of buyers refusal.
