The governmental meeting about industrial assembly will be held in Nizhniy Novgorod

There will be a guest meeting of government about industrial assembly in Nizhniy Novgorod today, in which all large foreign concerns that work in Russia will participate. RBK daily was informed about it by several sources in different foreign car concerns.
The press-secretary of Prime Minister, Dmitriy Peskov, confirmed on December 21st that it was planned to hold the meeting. He added that the Ministries have different point of view for some nuances of industrial assembly. But they are not basic, - he underlined. The representative of Ministry of industry and trade is sure that it was left to approve only some issues and the main disagreements were arranged.
It should be recalled that the Ministry of economy development and the Ministry of industry and trade approved the new industrial assembly regime and promised that the order of government could be signed exactly on December 23rd-24th.
According to the new conditions, the foreign car makers could import components by the preferential conditions in Russia, if they produce 300 thousand cars a year in four years after the agreement concluded, said Mr. Levchenkov. As Vedomosti wrote, this level is valid only for new plants and in case of modernization of existing plant the production should be 350 thousand cars and the term is only three years (it was discussed before that all plants will have to produce 300 thousand cars). Therewith, there must be not less than 30% of produced cars that are equipped by engines or gearboxes of Russian production. It is offered the production of 5% by SKD-method as a bonus, said Mr. Levchenkov. By the data of Kommersant newspaper, the investor could use this method only for two years (the Ministry of industry and trade suggested 8 years or 7%). Besides, there is no one of key requirements in the design law about the minimum level of investments of 750 million dollars in the new projects and of 500 million dollars in the working projects (the Ministry of industry and trade insisted on it).
According to the new regime, the localization level was increased to 60% in the sixth year of industrial assembly and 30% should be reached for four years. Therewith, the formula of localization calculation was corrected all commercial expenses and the cost of imported components were excluded from the price of sold cars that will not allow the car makers to overstate the final price of cars with aim to increase the localization.
It should be also added that the term of signing of agreements about industrial assembly is finished on February 28th 2011, as the Russian government wont be able to conclude the agreements with investors because Russia joins VTO.
The analytical agency AUTOSTAT upgraded the report about foreign cars localization in Russia, which includes the characteristics of market participants with indication of existing local suppliers.
