In August more than 7 thousand preferential auto credits will be issued According to the data of the Ministry of industry and trade of the Russian Federation as of August, 27th the banks participating in the government program of preferential auto crediting 52349 requests were accepted and after their consideration 28705 auto credits were issued. According to the estimation of the analytical department of AUTOSTAT in August banks will issue more than 7 thousand preferential auto credits. Its worth reminding that in July a little more than 5.5 thousand preferential auto credits were issued under this program that is approximately 30 % less.
According to Sergey Tselikov, the director of the agency AUTOSTAT, the growth of volumes of preferential auto crediting, first of all, is connected with extension of the model list of cars of the Russian assembly, which can be purchased under this program. The extended list of cars became available to potential buyers after August, 14th. However, in practice it has appeared what not all models from the list of the Ministry of industry and trade can be purchased. Those potential buyers who decided to buy the Czech model Skoda Octavia, have already had difficulties.
There are also other difficulties with this program. Many divisions of Sberbank do not wish to reduce the initial contribution from 30 % to 15 % as it is provided with the new decree. Things are not also made clear in the question of joining of commercial banks to this program, which wished to participate in it. On the one hand, the Ministry of industry and trade limited the number of potential banks-participants by the size of the owned capital in 70 billion rubles. On the other hand, the Federal Antimonopoly Service (FAS) insists on the principle of equal competitiveness, which does not have such restrictions, and to consider applications from all banks, which wished to participate in the program.
According to Sergey Tselikov, the director of the agency AUTOSTAT, if all disagreement are solved then the volume of preferential auto crediting can grow up to 15-20 thousand cars per month and after that the forecast of the Ministry of industry and trade for 2009 (120 thousand units) can be close to reality. Though, unfortunately, exactly administrative red-tape is the main brake for the development of the Russian car market, says the expert. According to Sergey Tselikov "all questions in Russia are solved so slowly and agreements are constantly prolonged that for this time the market has time not only to reach the bottom but to dug even more deeply."
