The government approved a list of additional measures to support the development of electric transport

Government of the Russian Federation has approved a list of additional measures to support the development of electric transport industry and the creation of necessary infrastructure for it. According to the press service of Cabinet of Ministers, one of the blocks of the list, consisting of 29 events, is dedicated to the development of infrastructure. Thus, the Ministry of Energy, the Ministry of Economic Development and regional authorities will have to develop guidelines for the implementation of a program to subsidize fast charging stations. This work will be based on the experience of 12 regions participating in the pilot project. Thanks to state support, 439 charging stations were opened there in 2022. In 2023, the number of subjects participating in such pilots has grown to 34. In addition, the Ministry of Construction, the Ministry of Energy and Rostekhnadzor were instructed to evaluate the feasibility of mandatory installation of charging stations in the construction of public buildings and apartment buildings.

It is also planned to provide citizens with the opportunity to install slow charging stations in underground or surface parking lots of apartment buildings without contacting the energy company. Residents will be able to use them at night when there is an excess of power capacity in the home networks. Also, the Ministry of Energy, the Ministry of Economic Development and the Federal Antimonopoly Service should develop additional options for deferring payment for the cost of technological connection of filling stations to electric networks.

Another block of measures concerns stimulating the use of electric cars by citizens and businesses. The Ministry of Transport, the Ministry of Economic Development, the Ministry of Energy, the Ministry of Digital Transformation and the Ministry of Finance will have to submit proposals for subsidizing taxi and car sharing aggregators, which will reduce the cost of travel for users choosing electric vehicles. The list of additional measures also contains a proposal to revise the cost of OSAGO for owners of electric vehicles used in taxis and carsharing. In addition, the Ministry of Industry and Trade, the Ministry of Economic Development and the Ministry of Finance will submit proposals to increase financial support for programs to stimulate demand for electric vehicles.
