Automakers have received a new deferral for the payment of recycling fees

Domestic enterprises of the automotive industry that have entered into a special investment contract will be able to receive a deferral of payment of the recycling fee for the fourth quarter of 2022 and for the first and third quarters of 2023. The deadline for paying the recycling fee has been postponed to December 15, 2023, follows from the resolution adopted by the Government of the Russian Federation. As noted, the delay should help automakers solve the problem of a shortage of working capital, as well as create a stock of components for the smooth operation of production lines. Recall that similar decisions were made by the government in May 2022 in the context of the current economic situation and sanctions pressure, as well as during the period of epidemic restrictions in 2020. Today, the base rate of the recycling fee for a passenger car in Russia is 20,000 rubles, and for a truck, 150,000 rubles.

The instrument of special investment contracts has been operating in Russia since 2015; it involves investors investing in the country's economy in exchange for non-deterioration of business conditions and tax benefits. The SPIC was concluded with all major Russian and foreign auto concerns that have their own production site in the country. These are AVTOVAZ, KAMAZ, GAZ Group, Sollers, Avtotor, Haveil Motor Manufacturing Rus, Motorinvest (Evolute electric vehicle brand) and Electric Vehicles Manufacturing Rus (EVM electric truck brand). As AUTOSTAT previously reported, the government of the Russian Federation approved the extension of special investment contracts in the automotive industry until the end of 2033.

According to the Ministry of Industry and Trade, such measures will make it possible to adjust the payback periods of investment projects and increase the stability of the conditions for their implementation. Also, according to the Ministry of Industry and Trade, it will ensure the creation of a 10-year planning horizon, increasing the attractiveness of the Russian automotive industry in terms of investment in its development.
