Ministry of Industry and Trade of the Russian Federation has prepared a draft resolution, which provides for a phased return to the current requirements of the Technical Regulations regulating the level of safety of domestic vehicles from June 1st, 2023. As noted, the deadlines for presenting new safety requirements have been agreed with the largest Russian automakers, taking into account their technical capabilities and readiness to assume obligations to equip manufactured cars with the appropriate systems, the press service of Ministry of Industry and Trade of the Russian Federation reports.
So, from June 1st, 2023, vehicles manufactured in the Russian Federation will have to comply with an environmental standard of at least Euro-2. From November 1st, 2023, it is proposed to impose requirements on cars to be equipped with an anti-lock brake system. The proposal of the Ministry of Industry and Trade of Russia provides for a ban on the import of cars from friendly countries under simplified requirements from June 1, 2023 and the extension of the decree with these changes until February 1, 2024. In particular, from June 1st, 2023, ERA-GLONASS emergency call devices must again be installed on all cars imported into Russia, including cars of individuals. UWEOS manufacturers have confirmed their readiness to produce a sufficient number of devices to cover the need for installation. Recall that earlier the Russian government extended the simplified rules for the production of cars in the Russian Federation until June 1, 2023.
The document allows automakers not to install a number of systems on new cars - in particular, ABS and ESP - and the ERA-GLONASS emergency response system in case of accidents may not have automatic operation functions. It is also allowed to produce cars with engines of different environmental classes, including the lowest Euro-0. Simplified requirements for cars produced in the country have been in force in Russia since the spring of 2022.
