Russia extends the parallel car imports


Russia is extending the use of the mechanism for parallel imports of goods, which expires at the end of 2022, as a part of a package of other anti-crisis measures, said Maxim Reshetnikov, the head of the Russian Ministry of Economic Development. At the same time, the head of the Ministry of Industry and Trade, Denis Manturov, said at the end of July that the use of parallel imports would be completed as certain groups of foreign goods would be replaced by analogues. The legalization of parallel imports makes it possible to import goods from the list compiled by the Ministry of Industry and Trade into Russia. It has 50 product groups and more than 200 brands, including automotive brands - Volkswagen, BMW, Mercedes-Benz, Lexus, Tesla, Skoda, Toyota, Jaguar, Jeep, Land Rover, Chrysler, Bentley and others. According to car dealers, about 2-3 thousand cars are imported into the country every month under this scheme, and this is mainly the premium segment.

Earlier, the government simplified the rules for registering cars imported from abroad for legal entities, temporarily canceling the requirement to install the ERA-GLONASS system and receive VTA. According to Sergey Vainer, development director of “Avtopole”, under the new conditions, parallel imports without VTA will not completely replace centralized imports in terms of supply volumes that were previously carried out by official importers. “Undoubtedly, premium segment cars will have the greatest distribution, because regardless of the cost of the car, whether the Volkswagen Polo or the Mercedes G63 will occupy one parking space on a ferry or car transporter. The logistics are approximately the same, but the opportunity to sell and get a more significant margin on more expensive cars is certainly higher,” comments Andrey Olkhovsky, General Director of Avtodom Group of Companies.

In turn, Denis Migal, General Director of the Fresh Auto dealership network, notes that the most profitable import of new foreign cars can be carried out through the UAE and other countries of the Persian Gulf, South Korea, Azerbaijan and China, as well as the EAEU countries. The only disadvantage of importing models banned in Russia is the lack of adaptation of cars to Russian conditions. Many of them do not have additional anti-corrosion treatment of the body, as well as a winter package of options in the cabin. For example, cars for the UAE market do not have a stove at all.
