State aid will stimulate almost 10% of the new car production in 2022


Due to state aid programs, which are planned to be resumed in short term prospects, the Ministry of Industry and Trade hopes to stimulate production of about 80,000 vehicles in Russia. This was reported by Interfax, referring to the comment received from the deputy head of the ministry, Albert Karimov, at INNOPROM 2022 exhibition, which opened yesterday in Yekaterinburg. Taking into account the forecast of the market development, prepared by the Ministry of Industry and Trade for this year (700 - 800 thousand new vehicles), the expected production of ‘state-stimulated’ vehicles is about 10% of the total forecasted volume.

We should remind that during the industry meeting held in June with the President of the Russian Federation Vladimir Putin, the government planned to allocate 20.7 billion rubles to support the automotive market. Some of these funds will be used to restart preferential automotive lending and leasing programs, to support manufacturers of gas-powered vehicles and stimulate demand for electric vehicles. According to the agency, the deputy head of the Ministry of Industry and Trade also said that the Russian automotive industry ‘is capable to provide the required supply in the markets of light commercial vehicles, trucks and buses. The situation in the passenger car segment is more complicated - due to the shutdown of a number of foreign brands’ enterprises. In June, the automotive industry registered a kind of anti-record: 268 thousand passenger cars were produced in Russia during five months of 2022 (-56.4% as compared to last year).

However, the ministry expects that the state stimulation of the market demand will support production. In addition, Karimov reminded that the government will provide significant aid to automotive component production via the Industry Development Fund; 30 billion rubles have already been allocated for this purpose this year. Next year, the volume of such state aid for the automotive component manufacturers is planned to be even larger.
