Russian Automobile Dealers Association explained why parallel imports is still single-piece, not mass one


Parallel imports, which the Russian automotive business places great hope for, still cannot demonstrate their attractive opportunities. Russian Automobile Dealers Association believes that bureaucratic procedures are to blame. "This includes customs, certification and warranty service issues. All these factors allow us to talk about a small volume of parallel imports, which will not cover the existing deficit...", TASS reports, referring to comments received from dealers. In order to import a car into Russia, customs require Transport Vehicle Type Approval, and Transport Vehicle Type Approval can only be used with the consent of the manufacturer.

The way to get around such a vicious circle apparently has not yet been invented. As for certification, problems are different. Transport Vehicle Type Approval issued earlier in Russia cannot be used, because modifications of vehicles produced for other markets often differ and cannot just be allowed to operate on our roads (without vehicle safety certificates). In addition, dealers have their own issues - how to legalize and carry out into practice warranty package for such cars (as you can see, there is still no mechanism for that).

Another problem is associated with the readjustment of electronic services and some units (different countries have different regulations, there are different requirements documented by the manufacturer). Meanwhile, we should remind that the Decision of the Russian Government on the import of popular genuine foreign-made goods "without the consent of the rightsholders" was approved at the end of March. That is more than 3 months ago. Is this a long or a short period in our modern realities? After the signing of the document, experts anticipated that the process of imports establishing could take more than six months.
