The Ministry of Transport proposed to stimulate the spread of electric vehicles in the regions


As a part of the government concept for the development of electric transport in Russia until 2030, the Ministry of Transport developed the recommendations to stimulate the use of electric vehicles and hybrid vehicles, which they sent to the regional authorities. According to the document, the location of parking lots with charging stations should be determined taking into account the opinion of the owners of electric vehicles and "electric network" opportunities.

The proposed formula includes, among other things, a climate coefficient: it will allow the authorities of Yakutsk, Krasnoyarsk and Tyumen to create fewer parking lots for electric vehicles than, for example, in Sochi, Krasnodar and the Crimea. In areas of "public and business" development, as well as at gas stations, the Ministry of Transport recommends equipping at least 10% of all places for electric vehicles with chargers. But in residential areas where the owners of such cars live, it is recommended to make all parking spaces immediately with "slow" type charges (they allow you to charge the car up to 80% in two hours).

A system of benefits for owners of electric vehicles is also proposed, including a reduced vehicle tax rate (or its complete abolition) and the right for free travel on toll roads. It is also recommended to create "zero emission" zones where vehicles with internal combustion engines are prohibited from entering. The idea of such zones, we recall, has been discussed by the authorities for more than a year, it was even introduced special signs in the traffic rules in 2017, but no one has ever used them. For the construction of charging stations, the Ministry of Transport plans to attract private investment under the PPP model.

According to experts, the authorities should first stimulate sales of electric vehicles, and then think about infrastructure. According to the AUTOSTAT agency, at the beginning of 2022, 16.5 thousand electric vehicles were registered in Russia.
