Russian government will increase duties against foreign cars

State Committee of protective measure in external trade and custom-rate policy recommended new rates of duty against foreign cars.
The newspaper Kommersant says that the main change refers to new passenger cars and cars produced not above than three years ago. The rate of duty increases 5 percent - from 25 to 30 percent - the amount of Euro-component duty grows also (against new cars it constitutes 1-2.35 for 1 cc of engine volume). At the meeting it was also decided to lower the age threshold from 7 to 5 years for cars, trucks and busses at which the bar duty level begins to come to force. The amount of the rate duty will be 2.5-5.7 for 1 cc against passenger cars, 2-4.4 for 1 cc against trucks and 3 for 1 cc against busses. In accordance with the suggested rate it will be more expensive to perform customs clearing of the car older than 5 years, in comparison with the current rate - older than 7 years. At the moment the duty against the old foreign cars constitutes 1.4-3.2 for 1 cc. Business received privileges - the duty is zeroed against busses and truck tractors not older than 5 years with engine Euro-4. According to forecasts of specialists new tariffs may come to force sine the new year already.
The ministry of industry and trade considers that the increase of import duties should support national manufacturers as well as foreign auto assembly on the Russian territory. However experts assure that new tariffs are aimed to support Russian manufacturers because the most foreign companies produce the limited number of models in Russia and the main share of their sales is import. According to dealers of foreign cars they will not be able to take expenses of duty increase upon themselves and it will lead to increase of retail prices for imported cars not less than 7.5-8 percent.
According to forecasts of PricewaterhouseCoopers, even by 2012 when all foreign auto plants in Russia reach the planned capacities, the national auto market will depend on import still and from 6 million sold cars there will be less than half of models produced inside the country.
