The Government of the Russian Federation published Decree No. 855 dated May 12, 2022 "On approval of the application of mandatory requirements for certain wheeled vehicles and the assessment of their conformity", which describes simplified requirements for the certification of passenger cars. The new document allows automakers to refuse to install a number of systems on new cars that are not available due to sanctions imposed on Russia or due to a shortage of chips. In particular, the release of new cars without ABS and ESP systems is allowed, the ERA-GLONASS emergency warning system may not have the function of automatic operation after an accident, and the requirements for certification of cars have been simplified. This will eliminate the installation of airbags and seat belt pretensioners. In addition, all environmental standards are now in force in Russia, from Euro-0 to Euro-5, which allows the production of cars with exhaust emissions that meet 1988 standards.

The validity period of the new decree of the Government of Russia is set until February 1st, 2023. The new requirements are not mandatory, but only permissive - automakers can produce both modern cars that meet all current standards, and cars that meet outdated parameters. Meanwhile, Russian car factories are actively supporting the transition to softer requirements for equipping manufactured cars. Simplified KAMAZ trucks comply with Euro-2 emission standards, while KAMAZ continues to produce Euro-5 trucks. The press service of GAZ Group said that they do not plan to abandon completely the production of full-fledged configurations of their cars, even if the minimum requirements for them are reduced. Simplified requirements are necessary to prevent a stop in the production of cars during the implementation of the import substitution program for components, the press service of UAZ reported. After switching to a new component base, the plant expects to return to the production of vehicles that meet current technical requirements.

The most critical components of the car, due to which it is necessary to change temporarily the current standards, are the fuel system, active and passive safety elements and other electronics - up to parking sensors, says Sergey Burgazliev, an independent automotive industry consultant. At the same time, he does not exclude that the effect of simplified requirements for cars can be extended subsequently for a longer period, as it is unlikely that it will be possible to localize alternative components per a year.
