The Government Commission on Legislative Activities has approved a bill that will oblige the authorities of all Russian cities to organize parking spaces equipped with charging stations for electric vehicles and hybrids. The number of such places will be determined by the documentation on the organization of traffic (it is approved by each region, city and locality independently). In August 2021, we recall that the government approved a concept for the development of production and use of electric vehicles until 2030, which, in particular, involves the mandatory provision of electric filling stations and the determination of the minimum share of places for electric vehicles in parking lots.

The Department of Transport of Moscow supported proposals for the development of charging infrastructure and the organization of parking spaces for electric vehicles. They recalled that since 2020, a program has been underway in the capital to install charging stations of a new format: now there are 93 of them, several dozen more are being connected, and 250 new chargers will appear by the end of 2022. The St. Petersburg Committee for Energy and Engineering stated that they intend to wait until the amendments are adopted by the State Duma, only after that, perhaps, changes will be made to the regional program of St. Petersburg for the construction of charging stations in 2020-2023. Now there are 83 charging stations in the city, 6 are located on the territory of dealer centers and 31 - in the parking lots of business centers, shopping malls and hotels.

The government of Sevastopol, in turn, assured that since the previous year they have been actively developing infrastructure for electric vehicles: today there are only two charging stations in the city, but 36 more will be opened in the next two years. 104 thousand cars with electric engines and hybrids were registered. For the first quarter of 2022, Russians bought 827 new electric vehicles (an increase of 2.6 times) and 1,078 used electric vehicles (+91%), according to the data of the AUTOSTAT agency.
