The government demanded from automakers to keep the number of employees


The Ministry of Industry and Trade demanded guarantees from automakers to keep the number of personnel in order to receive compensation for recycling fees. We are talking about the signing of additional agreements to subsidies No. 30–32, through which the recycling fee paid to the budget is compensated. In them, car factories must ensure that the average number of employees in 2022 does not fall below the level of 90% from the previous year. Otherwise, automakers will not receive a refund of the recycling fee paid for the first quarter. You can claim compensation for the recycling fee from the month following the reporting period, that is, basically the money for January was transferred by the Ministry of Industry and Trade at the end of February.

However, this year, industry sources say, after the special operation in Ukraine on February 24th, funds were no longer transferred to foreign players. Compensation for the first quarter is expected only in May. Meanwhile, the largest market players will pay the recycling fee to the budget in May, which without compensation will hit the financial condition of the plants and may bring the exit of foreign companies closer. In 2020, it was about 30 billion rubles for all large foreign car plants, but now the amount will decrease. According to the executive director of the agency "AUTOSTAT" Sergey Udalov, with the current production, it is impossible to guarantee the preservation of the staff. Thus, the Ministry of Industry and Trade simply solves the problem of guaranteeing jobs, regardless of the price of such a solution for the automotive industry, industry sources say. Recall that the recycling fee acts as a barrier against imports, but is paid for all cars imported and produced in the Russian Federation.

In 2021, the budget received 513.8 billion rubles with the help of recycling fees, among which only 130.4 billion rubles actually represent budget revenues, as they were collected from imports. Automakers that have entered into special investment contracts (SPICs) can claim compensation for recycling fees.
