Production of simplified cars is allowed in Russia


The Council of the Eurasian Economic Commission adopted the amendments to the technical regulation "On the safety of wheeled vehicles", which come into force on April 25th. As follows from the document, until February 2023, each member state has the right to establish its own requirements for cars that are put into circulation in the country. Recall that the members of the EAEU are Russia, Kyrgyzstan, Armenia, Belarus and Kazakhstan.

According to amendments to the technical regulations, the release into circulation of cars produced according to "national" requirements will be allowed only in the country where they were assembled. The operation of such vehicles on the territory of another state of the EAEU will be possible only upon the conclusion of a bilateral agreement. At the request of the Council, the governments of the member countries of the EAEU will maintain a register of cars assembled according to national requirements, "indicating their identification numbers, brands and commercial names." Also, the authorities of these states will have to ensure that such vehicles are not exported (including temporarily) outside the country of origin, unless otherwise agreed between the countries.

To ensure the availability and diversity of car models in the Russian market, the Ministry of Industry and Trade is preparing a temporary technical regulation for a special period, the ministry said. "Changes will also affect environmental requirements, which were focused primarily on foreign manufacturers of electronic engine control systems and ensured their commercial interests. Such changes will enable Russian electronics manufacturers to present domestic technical solutions in these areas. With this in mind, the validity of such measures is limited to February 1st, 2023," the press service of the Ministry of Industry and Trade informed.
