Due to car prices rising in Russia, they proposed to resume the state recycling program

The head of the Ruslom.com association, Viktor Kovshevny, proposed to resume the state car recycling program in Russia, and on new terms. Recall that the program operated in 2010-2011. Then, for scrapping a car older than 10 years, its owner could receive a discount of 50 thousand rubles when buying any car of domestic assembly. As a result, about 600 thousand passenger cars were scrapped. In 2014, the conditions changed a little, the opportunities expanded: as a part of the fleet renewal program, it became possible to rent not only a passenger car, but also a truck and a bus. At the same time, the size of discounts began to vary.

So, for those who handed over the truck when buying a similar vehicle (acceptance through dealers, trade-in), the discount could reach 350 thousand rubles. Ruslom.com took the initiative to resume the program - as a support for the domestic industry - and sent its proposals to the Ministry of Industry and Trade. According to Izvestia, which has reviewed the proposals, the point is that the car recycling program should receive the status of an indefinite period, that only licensed companies would be engaged in scrap collection (a register of recyclers should be created for this), and for other "collectors" legally significant fines should be provided. And in order to stir up the interest of car owners in the delivery of old cars, it is necessary to increase the "trade-in discount" from 50 thousand rubles to 150 thousand, taking into account the increased prices, both in the market for new cars and for used cars.

The chairman of the Delovaya Rossiya committee on waste processing and secondary resources, Alexander Kobenko, who is cited by Izvestia, considers the proposals of Ruslom.Com as deeply developed, but thinks that in practice the discount should be 15-20% of the price of a new car. Against the background of the fact that the purchasing power of the population is declining, this would be a good incentive.
