The Ministry of Industry and Trade may abandon the indexation of utilization fee on cars in 2022

The likelihood of indexation of the utilization fee in Russia for new cars and trucks with an internal combustion engine in 2022 is small, said the head of the Ministry of Industry and Trade of the Russian Federation, Denis Manturov.

The ministry announced plans to index significantly utilization fee for cars at the beginning of this year. It was assumed, in particular, that the basic tax rate for new passenger cars could grow by 25% (from 20 thousand rubles to 25 thousand rubles). At the same time, in November, the Ministry of Industry and Trade announced plans to multiply the utilization fee for electric vehicles, the sales of which in Russia do not exceed 2 thousand units for a year yet.

The draft resolution published by the Ministry of Industry and Trade assumed that the increasing coefficients for calculating the utilization fee for new passenger electric vehicles imported into the Russian Federation could be indexed from the beginning of 2022 by almost 9 times (from 1.63 to 14.4), for used electric vehicles older than three years - by almost 4 times (from 6.1 to 24.1). No official decisions have been made on this score yet. In addition, Mr. Manturov said that the Ministry of Industry and Trade of the Russian Federation has allocated about 20 billion rubles for 2022 for measures to support demand, including preferential car loans, leasing, including electric cars, subsidies for the purchase of gas-powered vehicles.

But the decision to launch these programs will be made the next year, depending on the state of the automotive market in Russia and the situation with a shortage of cars at dealerships. At the same time, the head of the Ministry of Industry and Trade expects that in 2022 car prices will grow, but not as fast as in 2021.
