Ministry of Industry and Trade proposed to limit 10% markup of dealers for new cars

The Ministry of Industry and Trade of the Russian Federation proposes to limit the maximum mark-up of official car dealers to 10% when selling new cars, including during the period of peak demand. This was stated by a source in the ministry, noting that such a markup will remain beneficial for car dealers. “The profit margin of car manufacturers is 5-6%. It is believed that the standard dealer's margin for a new car is 7-10%.

This allows the official dealer business to have an acceptable margin,” said the source. According to him, now dealers, despite the recommended retail prices, are selling cars with unjustifiably expensive additional options against the background of rush demand and shortages, in connection with which the Ministry of Industry and Trade of the Russian Federation has already contacted the FAS. In turn, the head of Rosstandart, Alexei Kuleshov, drew attention to the inadmissibility of selling vehicles that do not meet the requirements stated in the vehicle type approval.

This, first of all, concerns dealerships, which, taking advantage of the market situation, in violation of the established procedure, install additional equipment and impose on consumers such cars that can potentially pose a threat to the life and health of road users. If such facts are revealed, the obligation to eliminate violations and the corresponding costs, in accordance with the Federal Law "On Technical Regulation", lie with the persons who allowed the circulation of such vehicles. Previously, this information was brought to the attention of industry organizations, including the Russian Automobile Dealers Association. As you know, some dealers simply refuse to sell cars to customers without additional equipment, the price of which adds to the factory price from 100 to 700 thousand rubles in the mass market, and in the premium segment - more than a million.

According to the agency "AUTOSTAT", in the outgoing year the weighted average price of a new passenger car in Russia grew by 23%, for the first time exceeding the mark of 2 million rubles. However, taking into account the dealer "markups", the rise in price turned out to be even more - 35-40%. According to analysts' estimations, if retail prices were closer to the recommended ones, the total volume of cars sold in 2021 could exceed 1.8 million units, and the real market growth, excluding the deficit, would not be 5%, as it is now, but around 15 % and higher.
