The Ministry of Industry and Trade proposed to increase waste tax for imported electric vehicles


Increasing coefficients for recycling for new passenger electric vehicles imported into Russia can be indexed almost 9 times from the beginning of 2022, for used electric vehicles older than three years - almost 4 times. This follows from the draft government decree prepared by the Ministry of Industry and Trade of the Russian Federation. It is assumed that the increasing coefficient for calculating the tax on imports of new light electric vehicles by legal entities will increase from the current 1.63 to 14.4; for cars over three years old - from 6.1 to 24.1.

Thus, taking into account the base rate of 20 thousand rubles, the waste tax for one new electric car is planned to be increased from 32.6 thousand rubles to 288 thousand rubles; from a used car - from 122 thousand rubles to 482 thousand rubles. In an explanatory note, the Ministry of Industry and Trade notes that an increase in recycling coefficients will not cause an increase in prices for Russian-made cars, since this increase will be offset by a proportional increase in government support for sectoral demand stimulation programs.

So, from 2022, electric vehicles are planned to be included in the state programs of concessional leasing and car loans. At the same time, electric cars are not mass-produced in Russia at the moment. As previously reported, at a meeting of the Council of the Eurasian Economic Commission (EEC) at the end of October, the extension of the duty-free import of electric vehicles to the territory of the Eurasian Economic Union (EAEU) was discussed. Belarus proposed to extend it, but Russia did not support this initiative, as the Ministry of Industry and Trade said, becase the extension of the zero customs duty rate on electric vehicles will not contribute to investment decisions in Russia.

According to sources, an agreed position on the issue in the EEC has not been developed, and the topic will still be discussed. According to the results of ten months of 2021, 845 cars with electric drive were sold in Russia, which is 2.2 times higher in compare with the indicator for the whole previous year.
