Preferential car leasing program may end soon


State financing of discounts on advance payments under car leasing agreements will be exhausted in the near future. This follows from a survey of lessors and carmakers conducted by the Kommersant newspaper. The Ministry of Industry and Trade believes that "perhaps some of 15 selected organizations have already exhausted their subsidy limit, but the rest continue to accept applications for concluding concessional leasing agreements, since the total balance of subsidies is currently over 1 billion rubles. Sberbank Leasing speaks about using the limit for all programs by 90%.

The rest limit is assigned to specific deals, the company notes, expecting to be signed by them within the next month. Vyacheslav Mikhailov, the head of “VTB Leasing” car leasing business development department, says that the limits are really coming to an end - “so, “VTB Leasing”'s limit for vehicles has been taken by more than 60%”. Rimma Ivaschuk, the head of the control and state regulation department of Alfa-Leasing Group, admits that there are not enough subsidies.

She calls the proposal of the head of the Ministry of Industry and Trade Denis Manturov to increase funding for the program extremely relevant. Lilia Markova, head of Gazprombank Autoleasing, notes the high demand for support programs and expects their funding to grow. In 2021, only 3.8 billion rubles were allocated for concessional leasing of cars (this is higher than the initial 2020 limit of 2 billion rubles, but twice less than the final funding).

Igor Morzharetto, a partner of the AUTOSTAT agency, notes that, in general, the financing of preferential programs gives a budgetary effect in the form of an increase in tax collections, but leasing, in comparison with lending, gives a greater economic effect. The vehicles of KAMAZ, UAZ, GAZ, as well as Ford Transit, LADA Largus and others fall under preferential car leasing. In the first two months of 2021, more than 7.1 thousand vehicles were sold under the preferential car leasing program, the Ministry of Industry and Trade reported.
