Dealers informed how the expansion of the list of "luxury cars" will affect the car market


The Ministry of Industry and Trade has expanded recently the list of "luxury cars" to include some mass crossovers. As a result, today almost every tenth new passenger car sold in Russia may be subject to a "luxury tax". Experts interviewed by the AUTOSTAT agency informed how it will affect the demand in the mass segment and whether consumers of cars for 3 million rubles take into account the additional tax when buying.

“The so-called 'luxury tax' has grown from 200 models (since its introduction in 2014) to nearly 1,400 in 2021. Of course, we think that the presence of mass-brand cars on the list of "luxury" now is at least strange. In recent years, car prices have risen by 60%, so today we believe that it would be fair to raise the lower threshold for the tax from 3 million to 5 million rubles. We are already discussing this issue with representatives of government agencies, ”said Vyacheslav Zubarev, President of the ROAD Association.

According to Vladimir Miroshnikov, Development Director of ROLF, prices will gradually rise, and if the minimum price of cars subject to the "luxury tax" does not change next year, the range of models will surely increase even more. Manufacturers will not be able to hold back prices for certain models in order to stay in the “pre-tax” price range. In turn, Alexey Yermilov, director of the marketing department of the AutoSpecCentre Group of Companies, notes that legislative changes must comply with Russian realities and pricing in the car market.

This concerns not only the logical increase in the lower threshold for the cost of cars that fall under the "luxury tax", but also the indexation of the upper bar for the cost of cars that fall under state support programs.
