Despite the fact that in the last month of winter the market of new passenger cars in Russia, according to the agency "AUTOSTAT", showed an increase (+ 1.3% in compare with February 2020), in a number of regions its decline was recorded. According to the agency's experts, 21 constituent entities of the Russian Federation were in the red, including Moscow (-9%), Moscow region (-4.7%) and St. Petersburg (-2.5%), which are the largest regional car markets in the country.

At the same time, the strongest market drop in February was in Ingushetia (-37.3%). Accordingly, in most Russian regions, the market of new passenger cars showed the growth in February. Moreover, the subjects of the Far Eastern Federal District were in the foreground: Amur Region, Trans-Baikal Territory, Buryatia, Khabarovsk Territory, Kamchatka, Chukotka. In these regions, the market has grown by 50 - 80%.

Experts believe that market growth in the Far East is largely due to more attractive conditions for state support programs ("First / Family Car"). When buying cars under these programs, a discount of 25% of the cost of the car is provided, while in other regions of the Russian Federation it is 10%. But the continuing market decline in metropolitan cities can be explained by the tightening of conditions for the use of personal transport (introduction of paid parking lots, widespread use of video cameras for recording violations, etc.) and the development of an alternative mode of transport (car sharing, taxi, subscription).
