Russian state-owned companies will be able to buy cars on credit at a rate of 0%

Agencies and companies with the state participation of the Russian Federation will be able to buy cars this year as a part of an advanced purchase to support the Russian car industry on credit at a rate of 0%, follows from the decree of the Cabinet. The resolution itself approves the rules for the provision of budget subsidies to financial organizations to reimburse them for lost income under credit agreements or factoring agreements concluded in 2020 under contracts for the supply of vehicles, writes the Prime agency.

Thus, subsidies can be obtained on the condition that the financial organization applying for them is of Russian origin, and the loan provided for the supply of vehicles is secured by the pledge of the rights of claims under the obligations on the basis of the supply agreement. According to the document, the loan itself should not exceed the cost of the supplied vehicles, the loan agreement provides for a loan rate of 0% per annum, taking into account the subsidy. Following a meeting with Russian President Vladimir Putin on the state of affairs in the automotive industry at the end of April, in order to support the industry, among other measures, it was decided to conduct advanced purchases of vehicles in 2020, which were planned by departments and state companies in future periods. 4.5 billion rubles were allocated for this, the expected effect will be 33 thousand of additionally sold cars.

As previously reported by AUTOSTAT, the government of the Russian Federation from July 1st imposed a ban on state purchases of a number of foreign industrial goods, including cars and trucks. The exception will be the countries of the Eurasian Economic Union (EAEU). Thus, the ban on public procurement of goods originating from foreign countries, with the exception of the EAEU countries, will affect, in particular, cars, vehicles for transporting of 10 or more people, trucks, and ambulances. At the same time, the ban does not apply in the absence of production of goods in Russia. Also, the document does not cover purchases of one unit of goods worth no more than 100 thousand rubles, a set of goods with a total value less than 1 million rubles, purchases in the interests of the FSS, the FSB, the Ministry of Internal Affairs, the Ministry of Defense, the Office of the President of the Russian Federation.
