Car dealers turned to the government for help

The President of the ROAD Association, Oleg Moseev, made an open appeal (published on the official website of the ROAD) to the Chairman of the Government of the Russian Federation, Mikhail Mishustin.

Recalling that today the Russian auto retail is an industry with an annual turnover of 3 trillion rubles, 3300 dealerships and almost 300 thousand employees, the head of the Association asked for help in the current situation, when the coronavirus has already begun to affect the car business, and in the near future, in case of a shutdown of plants and a drop in demand, "will make it catastrophic" in general.

ROAD Association offers to provide the support of the industry to prevent this collapse. Dealers have already thought out possible business support measures. Among the main ones, from April 1st until the official termination of all restrictive measures related to a pandemic in the Russian Federation in Russia, there are the following: to exempt dealerships from paying contributions to the Pension Fund of Russia, the Social Insurance Fund, the Federal Compulsory Medical Insurance Fund accrued on salaries of all employees of dealerships and introduce tax holidays (deferment) for the next 2 quarters; provide tax holidays (deferral) for payments of value added tax (VAT) and consider the possibility of establishing tax holidays (deferrals) for payment of taxes on property and land from dealer enterprises; give advice to banks to provide a grace period for the payment of interest on loans and some others.

It should be noted that the ROAD Association sent two more appeals - to AEB (with a request to declare a moratorium on bonuses for dealers) and to the Ministry of Industry and Trade with a proposal to resume state support programs that have now been completed and expand the conditions for what are operating in the Russian market today. As for the last moment, we recall: the Ministry of Industry and Trade has already taken some steps in this direction. In particular, it prepared a draft resolution on the expansion of demand stimulation programs “First / Family Car”, about which AUTOSTAT has already reported.
