Industrial assembly regime was approved during the negotiations for WTO

The question about industrial assembly regime was agreed in whole during the negotiations about the entry of Russia into WTO, except for three technicalities. This information was given to Interfax agency by Maxim Medvedko, the head of Russian delegation at negotiations, who also said that on 21 October, the informal round of multilateral consultations about industrial assembly will take place in Geneva, where Russian delegation intends to end all controversies. 

We should remind that in 2011 Russia changed terms of industrial assembly, which became the reason for complaints during the negotiations about entry into WTO, Finmarket agency informs. According to the sources, close to the negotiations, European Union had complaint about the volume and the period of preferences for the investors operating under industrial assembly regime.

According to the new rules of industrial assembly regime foreign car manufacturers will be able to import components with tariff preference for 8 years (but not longer than till the end of 2020) if in three years after the day of settlement their annual production volume comes up to 300,000 cars (if the new enterprise is established) and 350,000 cars (if existing facilities are modernized). The localization level is increased up to 60% - which have to be achieved during five years, including the establishment of engine and transmission plants, whose products should be installed to at least 30% of assembled cars.

Agreement with Ministry of Economic Development of the Russian Federation about the new industrial assembly regime was signed by four companies: AvtoVAZ-Renault-Nissan-IzhAvto and KAMAZ-Mercedes consortium, JV Ford-Sollers, Volkswagen and General Motors.
