Russia kept the preferential duties for participants in agreements on "industrial assembly"


From July 1st, 2018, under the terms of WTO accession, Russia had to abolish the preferential customs duties for automotive components imported for local production. Mostly it is zero rates - they should grow up to 5-10%, informed the newspaper “Vedomosti”. But the duties remain the same, in accordance with the Unified Customs Tariff of the Eurasian Economic Union (EAEU), which includes Russia.

From the Russian side, there was a proposal to bring the rates of import customs duties on automotive components for industrial assembly in line with Russia's obligations to the WTO, said the representative of the Eurasian Economic Commission (EEC, the regulating body of the EAEU). According to him, the issue was considered at the meetings of the council of the commission, but the decision has not been made yet. Some states have an intention to keep the preferential treatment regime, he explains: "The issue about the legal and technical nature is being solved, concerning the fixation of this obligation in the decisions of the union. We hope to reach a consensus in the near future."

Recall that automakers that have concluded agreements with the Ministry of Economic Development on "industrial assembly" can import the components duty-free or at a minimum rate from 3 to 5% (instead of 5-15%). Initially, the benefits were provided in case of localization of 30% of the automotive components, but the operation of such agreements was already expired. In the framework of the so-called second mode of industrial assembly, which has been in force so far, the requirements have been toughened: its participants, in particular, should create capacities to produce up to 350,000 vehicles per a year and localize at least 60% of the components, including engines or gearboxes. The terms of the existing agreements on industrial assembly expire in 2019-2020.
