    The analytic agency “AUTOSTAT” within the framework of the project “AUTOSTAT OMNIBUS - 2019. Used cars: preferences of car owners” (third wave) * investigated the willingness of car owners to consider purchase of a used car at a dealership. This study was conducted by online survey in March of 2019; it was attended by more than 1,900 car owners of various car brands.



Scrappage fee will be also paid by Russian car makers


Utilization.jpgAccording to the Russian Minister of economic development (MED), Andrey Belousov, the mechanism of scrappage guarantees for Russian car makers will be eliminated.

“The fundamental decision is made. Russian car makers will pay the same as foreign makers”, - “RBK” cited Mr. Belousov. He added that this issue has so many details to be solved.

The head of MED remarked that the Russian president gave instructions to work out the mechanism of conditions equaling for scrappage fee for Russian and foreign car makers. Mr. Belousov informed that investors addressed on this issue in the department as the introduction of scrappage fee impacts significantly on the attractiveness of investment projects of the industrial car assembly.

The existing foreign investment law provides for the reservation, according to which no changes cannot be taken that worsen the conditions of the contract, remarked the Minister. Now we are working to compensate for the condition worsening that threatens investors in the industrial assembly of cars. 

Mr. Belousov recalled that the precedent has already happened after Russia’s accession to the WTO – a special law was passed to guarantee subsidy increase in the amount of lost income for those, who work in the industrial assembly , when duties on car components were introduced. We can do about the same thing for the existing projects of industrial car assembly, said Mr. Belousov. “We have to prevent the deterioration of working conditions”, - he concluded.

The Deputy Head of MED, Aleksey Lihachev, informed in December of 2012 that Russia and EU will hold negotiations about the condition equaling of scrappage fee for cars in 2013. According to Mr. Lihachev, there are two options to solve this issue: all car makers and suppliers will pay this scrappage fee or they will provide a guarantee. Mr. Lihachev remarked that the Russian government must choose one of these options after the negotiations with EU. “If a level playing field, all must be the same”, - he said. 

We note that scrappage fees for transport passenger cars and trucks and also buses began to operate since September 1st, 2012. It is about cars put into circulation at first in Russia. Revenues from this fee go to the Federal budget and they provide the basis for further federal budget spending incurred as a result of vehicle scrapping.
